Emergency Response: Temporary Funding Assistance Program

When a security incident disrupted claims processing across the healthcare system, providers who depended on that revenue faced an immediate cash-flow crisis — one the enterprise had caused and was responsible for solving. There was no existing program, no infrastructure built for this, and no time to build either the normal way.
I led design for the response — working solo over a weekend to avoid pulling my team off their existing commitments, while orchestrating engineering and interfacing directly with C-suite leadership on scope and direction. With no time for research or testing, every decision had to be made on instinct and judgment, weighed against three simultaneous constraints: engineering speed, legal/compliance exposure (this was breach-related, so scrutiny was high), and enterprise PR risk, navigated in real time with corporate communications.
I made the call to strip the effort down to only what mattered: reusing and stretching existing infrastructure rather than building new, and deliberately skipping normal process steps — research, testing, standard review cycles — to hit a timeline measured in days, not months. The guiding principle: whatever got funds to providers fastest, without introducing legal or reputational risk.
Outcome: The program launched in 3 days and distributed nearly $5B in emergency funding to affected providers.
